The Harney County Historical Society serves as the Cooperating Association for Malheur National Wildlife Refuge. Under a Cooperative Agreement with the Refuge, the Historical Society serves as the fiscal manager for the operation of the Refuge’s Gift Shop.

As fiscal manager for the Refuge Gift Shop, the Historical Society receives an annual portion of the revenue from Gift Shop sales. Under the Cooperative Agreement the Historical Society provides funds from a portion of the revenue of the Refuge Gift Shop to the Refuge for special projects. These funds may only be used for projects which comply with the following conditions:

• The project must improve, maintain or update interpretive, educational, historical or recreational programs which promote public awareness of issues concerning wildlife.
• The project must improve, maintain or update biological programs for the benefit, protection, care and well-being of wildlife.

The Cooperative Agreement has proved to be beneficial to both the Refuge and the Historical Society.
